Overlay Effect in MS Paint

Stuck with just paint but want to make some interesting graphics? This is the tutorial for you.
This tutorial will show you how to turn
this into this:

First, open up two windows of paint. In the first, open up an image to add an effect to. I am using this one:

In the second window, go to ATTRIBUTES and check "Black and White". Your colors at the bottom will change to black and white with odd dots and speckles. Make your paint window really large. Then select one of these odd colors and use the paint can to fill the window.

Copy your large canvas we just filled and paste it over the image in your other window. Depending on the odd color you choose before, you may need to change your background color to black. Make sure your draw opacity is unchecked.
Crop your image and viola!
