To resize/turn images in photoshop, open up your image in a document. If you wish to resize your whole image, click on the Rectangular Marquee Tool, and press Ctrl A, after that, press ctrl T. This will allow you to size and turn your image. Once your happy, click the rectangle tool again. A screen should pop up, click apply.
That's all you have to do!
If you wish to resize a certain area, click on the magic wand tool, then hold down shift while you select the parts you want resized/turned. After you've done that, do the same steps. Press Ctrl T, and size/turn your image.
