This tutorial was made for PSP8 but can easily be translated to other versions.
This is great for giving your image that extra touch. This effect can be done in many ways but this is my personal favorite.
First select the image you'd like to use and open it up in PSP. I am going to use this illusen garden one.
Effects >>> Artistic Effects >>> Halftone
A window will pop up.
Match your settings to mine to get the right effect. Feel free to play around a little bit with the opacity. It all depends on your image, but my current settings work with almost all. Once they are set, click "OK".
Viola! You have altered your image with much more intense colors. I love doing this to images.
